Bush readies speech on ethanol, climate change
January 17, 2007
Source: Reuters

U.S. President George W. Bush's annual speech to Congress next week is likely to call for a massive increase in U.S. ethanol usage and tweak climate change policy while stopping short of mandatory emissions caps, sources familiar with White House plans said on Tuesday.

Bush's annual State of the Union address is expected to touch on key energy policy points, after Bush made the surprise pronouncement during last year's address that the United States is addicted to Middle East crude oil supplies.

A rising focus on "energy security" by both the Bush administration and Congress has added momentum to efforts to employ home-grown fuel sources like ethanol to reduce U.S. dependency on oil imports.

Following that theme, Bush is likely to call for more U.S. usage of home-grown supplies of ethanol, the sources told Reuters on condition of anonymity.

Iowa, which grows more corn than any other U.S. state, is also a key stop for candidates in the upcoming 2008 presidential elections. Ethanol is made from agricultural products like corn.

One source briefed by White House officials said Bush's speech on Jan. 23 could call for over 60 billion gallons (227 billion litres) a year of ethanol to be mixed into U.S. gasoline supplies by 2030.

That would be a massive increase from the 7.5 billion gallons (28.4 billion litres) of ethanol use by 2012 required by current U.S. law.

"I think it's going to be a big number," the source said on condition of anonymity. "It's in the ballpark of even above 60 billion (gallons) by 2030."

A White House spokesman declined to comment on the details of the speech.

POLICY ON GLOBAL WARMING

The White House on Tuesday confirmed that Bush's speech will outline a policy on global warming, but said Bush has not dropped his opposition to mandatory limits on heat-trapping greenhouse-gas emissions.

Some industry officials and media reports speculated that Bush would agree to mandatory emissions caps in an effort to combat global warming, reversing years of opposition to mandatory caps. But the White House denied this.

"If you're talking about enforceable carbon caps, in terms of industry-wide and nationwide, we knocked that down. That's not something we're talking about," White House spokesman Tony Snow said at Tuesday's media briefing.

Delaware Democrat Joseph Biden, chairman of the Senate Foreign Relations Committee, and Sen. Richard Lugar of Indiana, the panel's senior Republican, introduced a nonbinding resolution calling for the United States to return to international negotiations on climate change.

"It is critical that the international dialogue on climate change and American participation in those discussions move beyond the disputes over the Kyoto Protocols," Lugar said in a statement.

Britain's "The Observer" newspaper reported on Sunday that unnamed senior Downing Street officials said Bush was preparing to issue a changed climate policy during the State of the Union.

U.S. allies like Britain and Germany have pressed for a new global agreement on climate change to replace the Kyoto Protocol that expires in 2012. Bush withdrew the United States from the protocol in 2001, saying its targets for reducing carbon emissions would unfairly hurt the U.S. economy.

The speech is a moving target and White House officials are known to make last-minute tweaks.

Last year, White House political advisors added the "addicted to oil" remarks hours before Bush spoke.

Investors hope Bush will embrace biofuels in his speech.

"I would like him to set a very aggressive target for renewable fuels," top Silicon Valley venture capitalist Vinod Khosla told the Reuters Global Biofuel Summit on Tuesday

Bush to call for curb in gasoline consumption
In speech, president hopes to balance Iraq policy with other initiatives

http://www.msnbc.msn.com/id/16767118/

WASHINGTON - In his first State of the Union address to a Democratic-controlled Congress, President Bush is calling for Americans to slash gasoline consumption by up to 20 percent by 2017.

Bush envisions the goal being achieved primarily through a sharp escalation in the amount of ethanol and other alternative fuels that the federal government mandates must be produced. The rest would come from raising fuel economy standards for passenger cars, Joel Kaplan, White House deputy chief of staff, said in advance of Bush's Tuesday night speech to a joint session of Congress.

The president is proposing to set the amount of ethanol and other alternative fuels to be blended into the fuel supply at 35 billion gallons by 2017, up from 7.5 billion gallons in 2012. He also wants to expand the standard to include not just ethanol but a wide range of oil alternatives, such as biodiesel, methanol, butanol and hydrogen, Kaplan said.

Though some argue that such a drastic increase is unrealistic, Kaplan said the White House is banking on the new mandate -- which would need approval from Congress -- spurring investments in the industry and giving technological research a boost.

Rewriting mileage rules
The other piece of Bush's energy proposal is something he has unsuccessfully asked Congress for in the past -- the ability to rewrite mileage rules for new car fleets. The White House calls it a safe way to improve car mileage, but some critics suggest that it could instead spur automakers to produce more gas guzzlers.

The Transportation Department already has revamped its the rules for pickups, sport utility vehicles and minivans, setting a sliding mileage scale that is based on a vehicle's size. The overall standard was increased slightly; smaller vehicles now must meet higher mileage requirements than do larger ones. The biggest SUVs were exempted until 2011.

Bush wants the same ability to reform mileage rules for passenger cars, which today must meet a fleet average of 27.5 miles per gallon, a standard unchanged in two decades. He would include a system of trading or "banking" credits to meet new standards, Kaplan said

Ethanol stocks rally ahead of Bush speech
President to endorse a rise in ethanol use

NEW YORK (MarketWatch) -- Shares of ethanol producers rallied Tuesday ahead of President Bush's State of the Union speech, in which he's expected to call for a big increase in the amount of ethanol that refiners mix with gasoline.
The president will propose a massive switch to renewable fuels such as ethanol and biodiesel in his address this evening, the White House said on Tuesday.
Bush's plan would cut gasoline consumption by 20% in 10 years, in part by bolstering production of renewable fuels. He will also ask Congress for the authority to set the corporate fuel-economy standard for cars and trucks, aides said.
The ethanol industry received a boost after Bush advocated alternative fuels in his 2006 State of the Union address.
Ethanol, an alcohol-based alternative fuel produced from starch or sugar-based feedstocks, has gained popularity in response to rising oil prices and concerns that the United States is overly dependent on imported oil.
"Bush's speech is significant to the extent that it continues to shed light on the ethanol industry and the alternative-fuel industry in general," said Emanuel Balarie, senior market strategist at Wisdom Financial Inc. "However, I am skeptical on whether or not we will see an immediate fundamental impact on the ethanol industry."
Ethanol stocks 'are momentum plays with generally mediocre financials and high valuations.'
— Dan Pickering, Pickering Energy Partners
Balarie said that the impact also would depend on whether the initiatives Bush proposes become reality.
Ahead of the presidential remarks, the stocks of ethanol producers surged. Shares of Xethanol Corp (XNL : xethanol corp com

AVR19.10, -0.70, -3.5%) dropped 3.54% to close at $19.10.
Despite the day's rally in the sector, some analysts urged caution.
While alternative-energy stocks eventually have to become a bigger part of the world energy mix, these stocks "are momentum plays with generally mediocre financials and high valuations," wrote Dan Pickering, an analyst with Pickering Energy Partners in Houston, in a note Tuesday.
Alternative-energy stocks have declined between 30% and 60% since they last gained momentum last spring, he said.
Wisdom Financial's Balarie said that the demand for ethanol will undoubtedly increase in future years, but the rise will not necessarily take place overnight, since the industry faces challenges in infrastructure and logistics, among others.
"I do believe most of the speculative money that flew into the ethanol markets in the early part of the year will likely reenter, since prices have come off considerably from their highs," he added. "As such, I do expect this rally to continue but not to the degree we experienced in early 2006."
Ethanol is produced by converting crops into simple sugars. The crops include corn, sugar cane, barley, wheat, and biomass. Ethanol is then blended with gasoline to improve its emissions quality.
One blend, called E85, contains 85% ethanol and 15% gasoline. Several auto manufacturers make flexible-fuel vehicles, which run on E85.

Bush to visit 3 places Wednesday that have 'something' to do with ethanol production..he will start his visits at Dupont in Wilmington DE & will visit 3 more places after Du Pont. guess who is a stones throw from these?yep GS cleantech..wouldn't that be a kick in the pants if he looked at GS cleantechs machine that turns animal fat into biodiesel!

Flanders,

Applaud for catching this before the big move today.  I am in at .06 but a bit nervous since I missed most of the move today.  May unload it quickly tomorrow depending on how ethanol stocks are acting as a group.

GSCT gapped up...on huge volume.  Looks real good going into the close and will probably close at the high of the day. :o  Broke the downtrend too..

GSCT is under the same umbrella as GSCR...which rose over 3000% the past two days.  Also watch GSEG and GSHF.
