Beacon Power Wins Environmental Approval to Build 20 MW Flywheel Plant in Stephentown, New York

TYNGSBORO, Mass.--(BUSINESS WIRE)--Beacon Power Corporation (NASDAQ: BCON - News), a company that designs and develops advanced products and services to support more stable, reliable and efficient electricity grid operation, announced today that it has gained the necessary environmental approval to build its first 20-megawatt flywheel frequency regulation plant in Stephentown, New York. The approval, referred to as a "negative declaration" under the State Environmental Quality Review Act (SEQRA), was granted by the Stephentown Planning Board during a meeting held on May 15, 2008. The Board's vote on the declaration was 5-0.


Beacon Power has now complied with or passed all relevant federal, state and county environmental, wildlife and archeological requirements for the proposed plant. Due in part to the late hour and additional items on the Stephentown Board's agenda, a secondary vote on a special permit to allow the site to be used for a utility purpose was deferred until the Board's next meeting on June 19th. This permit, which is customarily issued following a SEQRA negative declaration, was also recommended for approval by the town's engineer.

"Their favorable vote on the negative declaration was based on considerable evidence that we supplied that satisfactorily addressed the 20 stringent criteria of the SEQRA program. In every case we had to demonstrate that our project would have little or no environmental impact. The Stephentown consulting engineer who reviewed our documentation gave a favorable opinion, and in the formal vote the Board unanimously agreed. We expect the Board to accept the engineer's recommendation and approve the special permit next month."

Beacon plans to have multi-megawatt flywheel frequency regulation plants running in two locations before year end. In addition to the continued favorable progress in New York and Massachusetts, the Company is also developing sites in the PJM Interconnection grid operating region.

In New York, town boards and other government agencies must comply with strict procedures for the review of environmental impacts of proposed projects before they can be approved. This environmental impact review is mandated and guided by SEQRA and its implementing regulations. Analyst says Beacon Power can tap $700 million market, starts coverage with "Buy" shares


NEW YORK (AP) -- Energy storage systems developer Beacon Power Corp. can likely tap into a $700 million energy storage market and post revenue from commercial clients by the end of the year, an analyst said Tuesday.


Kaufman Bros. analyst Theodore O'Neill started coverage of Beacon at "Buy" with a $3 price target, implying he expects shares to rise about 77 percent from Tuesday's $1.70 close.

The stock jumped 22 cents, or 12.9 percent, to $1.92 Wednesday morning.

The Tyngsboro, Mass., company makes products that let utilities store energy when it is not needed, and quickly distribute it when demand rises. The technology, which uses a series of mammoth flywheels, does not emit any greenhouse gases, making it an environmentally appealing alternative to current storage methods.

The Beacon product will likely be used commercially by the end of 2008, with three systems running within a year, said O'Neill, who estimated the company has an "addressable market of more than $700 million."

Beacon has just finished a decade of research and development work -- during which it received support from the Department of Energy, among others -- and is moving rapidly into the commercial zone, a spokesman said.

"We're moving into an industry that does need cleaner technology to keep up with the increasing demand for electric power and for technology that performs a service to the grid in a clean and sustainable way," spokesman Gene Hunt said in a phone interview.

Earlier this month the company posted a steep drop in first-quarter revenue and a wider loss, due in part to the completion of several contracts. At that time, the company said it would enter a "production phase" and that it expected to posted commercial revenue by the fourth quarter.

Shares have risen 12 percent so far this year.

A new spin on managing electricity: Company wants to connect flywheel batteries to NY grid


ALBANY, N.Y. (AP) -- A Massachusetts company wants to build a unique array of 200 flywheel batteries over several acres to store spare power from New York's electrical grid and zap it back as needed.
Beacon Power Corp. wants to connect the 20-megawatt, short-term energy storage unit to New York's power grid in Stephentown, a rural community near the Massachusetts border. The Tyngsborough, Mass., company claims the matrix of batteries would make the grid more efficient and conserve energy, though they have some final hurdles to clear.



Officials in Stephentown will consider a zoning variance for the $50 million-plus facility on June 19, and Beacon is awaiting a crucial permission from the operators of the state's electrical distribution system, The New York Independent System Operator.

If approved, some of the batteries could be tied into New York's electricity supply grid by the end of this year.

During a demonstration at its headquarters Friday, the company said it has received a commitment for as much as $5 million in loans to finance its expansion plans. The money is from the Massachusetts Development Finance Agency, the state finance and development authority and the Massachusetts Technology Collaborative, the state's development agency for renewable energy.

Beacon officials say the batteries to be used in the New York project would help NYISO maintain the ever-fluctuating balance between electricity supply and demand across the state. Right now, selected generators regularly bid with the NYISO to gear up or scale back production to keep the grid in balance, which is necessary for reliable electricity service.

Beacon claims they can do a better job than generation plants -- or at least a faster job. Beacon's Gene Hunt said flywheels can balance supply and demand about 100 times quicker.

"It's the difference between a speedboat and an ocean liner," he said.

The quicker reaction time would create a more efficient system and conserve energy, he said.

"Clearly there's an advantage," Hunt said. "These are clean, they consume no fuel, they have no emissions at all."

Beacon's flywheel batteries are different from the chemical batteries in cars and phones. As the name implies, these batteries store power as kinetic energy -- think of the way potters' wheels are hard to stop once they're up to speed. The flywheels will be encased in vacuum capsules seven feet high and three feet around and will rotate 16,000 times a minute.

Flywheel batteries are nothing new, though lining up a bunch of them to regulate electricity supplies is novel. The Electric Power Research Institute, an industry research group, said this appears to be the first flywheel battery system of this size serving a power grid.

NYISO in its annual energy report noted that energy storage devices could provide significant energy and environmental benefits. But NYISO spokesman Ken Klapp said Beacon's permission to connect to the grid will be based on an impact study now being conducted.

If approved, Beacon would bid against the power generators who currently perform that service.

Klapp said grid operators, as always, would be concerned with reliability and price.

"It's just a question of economics," he said.

Hunt said the rural area close to the Massachusetts line was chosen because it offers a place to plug into the grid and because it's less than a three-hour drive from the company's headquarters north of Boston.

They also have applied to build similar flywheel units at their plant northwest of Boston and in Ohio.

This decision, which allows the site of the proposed plant to be used for Beacon's intended purpose, is the final approval needed from the Planning Board. It follows a vote taken earlier this month by the Board to issue an environmental approval for the project.

Under the two-year agreement, the companies will share technical, performance and economic data associated with Beacon's flywheel energy storage systems and their potential operational value to National Grid's electricity transmission networks. Objectives of the agreement include National Grid's evaluation of Beacon's flywheel energy storage systems not only for fast-response frequency regulation, but also for wind-related ramp mitigation – another potential large-scale grid stability application.
