EOIR Technologies Receives $2.4 Million in Incremental Funding Under NVESD Omnibus Contract


BOSTON, Feb. 26, 2007 (PRIME NEWSWIRE) -- Technest Holdings, Inc. (OTC BB:TCNH.OB - News), a defense and homeland security company, announced today that its wholly owned subsidiary, EOIR Technologies, received two new funding awards totaling approximately $4.4 million from the U.S. Army's Night Vision and Electronic Sensors Directorate (``NVESD'') related to developing sensors used in global demining efforts.

EOIR received a funding award totaling approximately $1.45 million, of which $1.0 million was funded at the time of award, to provide operational support to the U.S. Department of Defense's Humanitarian Demining Research and Development Program (``HD R&D'') for in-house prototype development. The contract has a 12-month performance review.

The HD R&D began in 1994 and focuses on the research and development of workable prototypes that reduce the time and cost associated for mine and minefield detection and neutralization while enhancing operator safety. The primary goal of the program is to enhance existing sensor technology to be more adaptive to varying terrains and random environmental conditions. The HD R&D deploys equipment to more than 25 countries worldwide, including Afghanistan, Angola, Mozambique, Rwanda, Thailand, Cambodia and Honduras, which are heavily affected by this humanitarian problem.

Concurrently, EOIR also received $2.9 million in new funds, of which $500,000 was funded initially, to assist in the development of Ground Penetrating Radar (``GPR'') Countermine On The Move and has a performance period of 18 months. The GPR Countermine On The Move is a faster, wideband multi-sensor system used to detect anti-tank mines with a high probability of mine detection and low false alarm rates. EOIR will assist the U.S. Army in conducting modeling and simulation activities that will assess the effectiveness based on the performance of the improved system on rough terrain.

This increase in funds brings the total funding for the current performance award year, which was awarded on July 19, 2006, to $31.4 million and the total funds for this contract to $281 million.

(OTC BB:TCNH.OB - News), a defense and homeland security company, announced today that its wholly owned subsidiary, EOIR Technologies, received new funding awards totaling approximately $9.0 million in additional funding for labor, materials and the purchase of equipment on 15 existing delivery orders under the U.S. Army's Night Vision and Electronic Sensors Directorate (``NVESD'') omnibus contract.

Additionally, EOIR received a funding award for a new project totaling approximately $3.0 million, of which $217,000 was funded at the time of award, to provide support developing network sensor models and simulations and perform systems performances analysis. The contract has an 18-month performance review. Additional detail regarding the funding award is considered classified and cannot be disclosed by the Company.

Technest Holdings Granted New Phase I SBIR Award to Develop 3-D Remote Sensor to Improve Navigation of Helicopter Landings During Brown-Outs

The 3D-Nav system will conduct three-dimensional terrain modeling to facilitate safe landings under brown-out conditions. During the landing process, the 3D-Nav system will automatically display and update the terrain model in real time while generating the navigation control signals needed to avoid obstacles and rollovers.

Brown-out conditions occur when a helicopter's rotors stir up dust from the ground, reducing visibility and causing vertigo in some pilots. Brownouts have affected desert air missions during recent military campaigns in both Afghanistan and Iraq.

Technest Holdings Awarded $58 Million in Funding for Two New Delivery Orders From the U.S. Army's Night Vision and Electronic Sensors Directorate
BOSTON, March 29, 2007 (PRIME NEWSWIRE) -- Technest Holdings, Inc. (OTCBB:TCNH), a defense and homeland security company, announced today that its wholly-owned subsidiary, EOIR Technologies, received delivery orders totaling approximately $58 million to fund two new projects. The first is for a Near Term IED Detection System and the second is for a Wide Area Surveillance and Improvised Explosive Device Detection System. Both were awarded on behalf of the U.S. Army's Night Vision and Electronic Sensors Directorate ("NVESD"). The details regarding the delivery orders are sensitive and cannot be disclosed by the Company.

The Near Term IED Detection System delivery order has an eighteen-month performance period and a value of $26.4 million, of which $310,000 was funded upon award. The delivery order provides funds for EOIR labor and materials, as well as support from its subcontractor, Science Applications International Corporation (although the parties have yet to execute a definitive delivery order) (NYSE: SAI).

The second award for a Wide Area Surveillance and Improvised Explosive Device Detection System has an eighteen-month performance period and a negotiated value of approximately $31.8 million of which $50,000 was funded upon award. This delivery order provides funds for EOIR labor and materials, as well as support from Northrop Grumman and other subcontractors on EOIR's NVESD omnibus contract.
